Retirement Income Planning
That Actually Accounts for
the Traps Nobody Warns You About.

WEP cuts Social Security by up to $587/month. GPO can eliminate spousal benefits entirely. IRMAA adds hundreds to Medicare every year. Most Maryland retirees with a government pension, 401(k), or IRA walk into at least one of these traps — and most financial advisors never warn them. We specialize in identifying and neutralizing all three.

What Nobody Tells You Before You Retire

The 3 Government Traps That Quietly Steal
Tens of Thousands from Maryland Retirees

These aren’t market risks or investment mistakes. They’re built into the government retirement system — and most advisors either don’t know about them or aren’t licensed to help you avoid them.

Trap #1

WEP — Windfall Elimination Provision

Hits: Federal CSRS · Teachers · State/Local Government · Police

Maximum monthly cut (2025) $587/mo

WEP reduces your own Social Security benefit if you receive a pension from a job where you didn’t pay into Social Security — like a CSRS federal pension, many state teacher pensions, or local government jobs. The formula penalizes workers who split careers between covered and non-covered employment.

Who gets hit hardest: Teachers who also worked in the private sector. Federal employees who switched from CSRS to FERS mid-career. Anyone with fewer than 30 years of “substantial earnings” under Social Security.

✓ We calculate your exact WEP reduction and structure income timing to minimize the lifetime impact.

Trap #2

GPO — Government Pension Offset

Hits: Spouses & Survivors of Government Retirees

Spousal SS reduced by ⅔ of pension

GPO reduces Social Security spousal or survivor benefits by two-thirds of your government pension. With a $1,800/month pension, your spousal benefit drops by $1,200/month. For widows and widowers with large pensions, GPO can eliminate survivor benefits entirely.

Real example: A Maryland teacher’s widow with a $2,700/month pension loses $1,800/month in survivor Social Security — a $21,600/year hit that most couples never planned for.

✓ We model GPO’s impact on both spouses and build life insurance coverage to fill the survivor gap. Life insurance solutions →

Trap #3

IRMAA — Medicare Income Surcharge

Hits: Anyone with IRA/401(k)/TSP Withdrawals or Roth Conversions

IRMAA triggers above (single) $106,000 MAGI

IRMAA adds a surcharge to your Medicare Part B and Part D premiums based on your Modified Adjusted Gross Income from two years prior. It uses five tiers — the top tier adds $3,500+/year in Medicare costs. A single poorly timed IRA withdrawal or Roth conversion can push you across a cliff.

The trap: RMDs starting at age 73 force withdrawals you didn’t plan for, spiking MAGI and triggering IRMAA automatically — often for the rest of retirement.

✓ We map IRMAA cliffs and sequence Roth conversions, RMDs, and annuity income to keep you under the threshold. IRA strategies →

How We Solve It

The “Guaranteed Income Shield” —
Four Tools That Work Together

No single product solves all three traps. The strategies below are designed to be coordinated — each one reinforcing the others into a complete retirement income system.

🔍

WEP / GPO Benefit Analysis

We request your Social Security earnings record, pull your pension benefit projections, and run the exact WEP reduction formula and GPO offset calculation. You’ll see the real numbers — not estimates — and understand exactly how much each provision will cost you in lifetime benefits.

Outcome: Know your exact exposure. Then we plan around it.

📈

Fixed Indexed Annuities (FIA) with Income Riders

A FIA with an income rider creates a guaranteed lifetime income stream — your personal pension — funded by repositioning IRA, 401(k), or TSP assets. Principal is 100% protected from market losses. Income can be structured to start immediately or deferred to maximize the monthly benefit.

Outcome: Guaranteed monthly income for life. Zero market risk. Principal protected. See all annuity types →

🏥

IRMAA Avoidance & Income Sequencing

We map your projected MAGI across every year of retirement, identify IRMAA cliff years, and structure a withdrawal sequence — Roth first, then annuity income, then IRA — to keep your income under each threshold. We also time Roth conversions in the low-income years before RMDs begin.

Outcome: Save thousands in Medicare premiums every year. Tax strategy →

🛡️

Survivor Income + Long-Term Care Protection

GPO often leaves widows and widowers with dramatically less income. We fill the survivor gap with life insurance sized to replace the lost Social Security and pension benefits. We also integrate LTC coverage to protect accumulated assets from being consumed by a care event — completing the shield.

Outcome: Neither spouse faces financial crisis. Both are protected. LTC options →

The Numbers That Matter

How Much Guaranteed Income Can Your Savings Generate?

Approximate monthly income from a Single Premium Immediate Annuity (SPIA) at age 65 in 2025. Fixed Indexed Annuities with income riders can generate similar amounts with the added benefit of principal protection.

Lump Sum Repositioned Monthly Income (Single Life) Monthly Income (Joint Life) Annual Guaranteed Income
$100,000 $550 – $690/mo $490 – $610/mo $6,600 – $8,280
$200,000 $1,100 – $1,380/mo $980 – $1,220/mo $13,200 – $16,560

What the Trap Analysis Revealed — And What We Did About It

WEP + IRMAA · Federal Retiree · Rockville, MD

David & Karen · CSRS Pension

“We had no idea our RMDs would push us into IRMAA — every year, for the rest of our lives.”

David retired from a federal CSRS position with a $3,400/month pension. WEP reduced his Social Security by $412/month — a number he’d never been told to expect. When his IRAs started generating RMDs at 73, their combined income pushed them into IRMAA Tier 2 — an extra $1,860/year in Medicare surcharges.

Over four years of planning ahead, we converted $180,000 into a Roth, repositioned $220,000 into a FIA to generate IRMAA-friendly non-taxable income, and timed their RMDs to stay under the Tier 1 threshold.

Projected IRMAA savings over 15 years: $27,000+. Tax savings from Roth conversions: $41,000+.

GPO + Survivor Gap · Teacher · Montgomery County

Sandra · MCPS Teacher, 28 Years

“GPO would have taken $1,400 a month from my survivor benefit. Nobody at the school ever mentioned it.”

Sandra taught for 28 years in Montgomery County. Her husband Robert had worked in the private sector. When we ran the GPO analysis, we discovered that Sandra’s $2,100/month MSRPS pension would reduce her survivor Social Security benefit by $1,400/month — nearly eliminating it entirely after Robert’s passing.

We structured a whole life policy on Robert sized to replace the lost survivor income — $1,400/month for 20 years in tax-free death benefit. We also set up a hybrid LTC policy for Sandra to protect against care costs.

Survivor gap fully funded. LTC covered. Sandra’s plan is now complete regardless of what happens first.

FIA + Income Rider · Private Sector · Bethesda

Robert & Helen · $480K in 401(k)

“We wanted income we couldn’t outlive — without any market risk at all.”

Robert and Helen had $480,000 in a 401(k), no pension, and significant anxiety about sequence-of-returns risk after watching their 2008 balance crater by 40%. They didn’t need all the money immediately — they needed a plan that gave them guaranteed income starting at 68 while protecting the principal in the meantime.

We repositioned $280,000 into a FIA with a 5-year deferral and income rider. At 68, the rider will generate $2,400/month guaranteed for both their lives — regardless of market performance. The remaining $200,000 stayed in the portfolio for flexibility and growth.

$2,400/month guaranteed income starting at 68. Principal intact. Zero 2022 crash exposure on the annuity portion.

Common Questions

Retirement Income Planning FAQs

What is WEP and does it apply to me? ▼
WEP (Windfall Elimination Provision) reduces your own Social Security benefit if you receive a pension from a job not covered by Social Security. It primarily affects federal CSRS employees, teachers in states like Maryland where teacher pensions are not covered, and state/local government workers. The maximum WEP reduction in 2025 is $587/month. WEP does NOT affect FERS federal employees (FERS is covered by Social Security) and does NOT affect spousal benefits — only your own. If you’re unsure whether your pension is “non-covered,” the key question is: did your employer withhold Social Security taxes from that job? If not, WEP likely applies.
How is GPO different from WEP? ▼
WEP reduces your own Social Security retirement benefit. GPO (Government Pension Offset) reduces spousal or survivor Social Security benefits. GPO reduces these benefits by two-thirds of your government pension. Example: $1,800/month pension × ⅔ = $1,200/month GPO reduction applied to any spousal or survivor Social Security you’d otherwise receive. If your spousal/survivor benefit is $1,000/month and your GPO reduction is $1,200/month — your benefit is reduced to zero. Many government retirees are hit by BOTH WEP (own benefit) and GPO (spousal/survivor benefit) simultaneously.
Can I avoid IRMAA with a Roth conversion? ▼
A Roth conversion itself temporarily increases MAGI in the year it’s done — potentially triggering IRMAA that year. But if conversions are done strategically in the low-income years before RMDs begin (typically ages 60–72), you can reduce the pre-tax IRA balance that will eventually generate forced RMDs, thereby lowering your MAGI permanently in later years when IRMAA matters most. The goal is to convert enough in low-tax years to prevent RMDs from pushing you into a higher IRMAA tier after age 73. This requires multi-year projections and precise calibration — which is exactly what our income planning process provides. IRA strategies →
Is a fixed indexed annuity safe? Can I lose money? ▼
Fixed indexed annuities provide contractual principal protection — your account cannot decrease due to market losses. The floor is zero percent: in a down market year you receive no interest credit, but you lose nothing. In positive market years, you receive credited interest based on the performance of the linked index (e.g., S&P 500), subject to a cap or participation rate. Your principal is also backed by the issuing insurance company’s claims-paying ability and, in every state, by the Life and Health Insurance Guaranty Association (coverage limits typically $250,000–$500,000 per policyholder). We only work with carriers rated A or higher by AM Best. Full annuity guide →
Can I roll my TSP or 401(k) directly into an annuity? ▼
Yes. A direct rollover from a TSP, 401(k), or IRA into a qualified annuity is a non-taxable event — your money moves without triggering income taxes or penalties. You can do a full or partial rollover, keeping a portion in your TSP/401(k) and repositioning only what you want to convert to guaranteed income. For federal employees, we are familiar with the TSP rollover process and can walk you through it step by step. TSP rollover guide →
How much does a retirement income planning consultation cost? ▼
The initial consultation — including your WEP/GPO analysis, IRMAA projection, and income strategy review — is completely free with no obligation. We are compensated by insurance carriers only when you choose to implement a product recommendation. We disclose this fully and will never recommend a product that doesn’t fit your situation.
